All meetings of the Board will be open to the public. The Board encourages interested citizens and community organizations to attend meetings of the Board of Education whenever possible. Individuals, designated representatives of community groups, or parents wishing to address the Board, shall be recognized by the President or a designated representative at a time so designated within each Board meeting. The name and address of the speaker; speaker’s home address; organization represented, if applicable; and subject to be discussed will be provided to the Board in advance of the presentation.
In order for the Board to fulfill its obligation to complete the planned agenda in an effective and efficient fashion, a maximum of thirty (30) minutes of public participation will be permitted at each meeting. If several people wish to speak, each person will be allotted time until the total time of thirty (30) minutes is used. During this period, no person may speak twice until all who desire to speak have had the opportunity to do so. The period of public participation may be extended by a vote of the majority of the Board.
Visitors desiring more time in addressing the Board on a specific topic or area of concern are to submit a written request to the Treasurer identifying the topic no later than the Friday preceding the regular or special board session.
The visitor may speak to the Board on any subject referable to public education; however, no presentation shall include names of individuals if a complaint or concern is being voiced. Such matters must be stated in general terms. The visitor may present specific names to the Board in writing or in executive session.
The Board vests in its President or presiding officer the authority to terminate the remarks of any individual who does not adhere to the established rules.
